The case against propaganda of any kind is that it substitutes persuasion for substance. That objection is correct about a specific failure mode, and it is worth answering directly rather than around.

The answer is that the mechanism described in this outlet does not work without substance. It is repetition of a claim to an audience that can leave, about a product they can test, in a market where competitors are free to contradict you. Every one of those conditions punishes a claim that is not true.
